Why trust this analysis?

The short answer

Before Autopilot and Code leave Frontier, which line on our Microsoft Order Form / Azure commitment is USL vs Copilot Credits, and who owns chargeback when Cowork burns models + runtime + context + tools?

Everyday Copilot (Chat, Office apps, built-in agents, Auto) is the Microsoft Copilot USL seat line. Cowork, Code, Autopilot, and Managed Runtime are usage-based billing (UBB) Copilot Credits via PAYG ($0.01/credit), Pre-Purchase Plan (P3; unused expire at annual term end), and/or Credit Packs ($200/month for 25,000 credits, billed annually). Credits pool at tenant level and can decrement MACC. Cowork burn mixes four buckets: models, runtime, context, tools. Chargeback ownership is tenant → BU → agent → accepted outcome. MC1470425 Auto-apply new UBB services is ON by default; treat it as a go-live gate. Home/Code are Frontier; Autopilot is private preview; Managed Runtime is preview. Confirm SKU names on your quote.

Decision rule

Split USL vs Credits on paper before Frontier expands. Budget Cowork as four buckets. Name chargeback tenant → BU → agent → accepted outcome. Review Auto-apply ON before go-live. Confidence-tag Frontier/preview burn.

Evidence

  • Spataro Sep 25 2026: USL for everyday Chat/Office/Auto; Cowork, Code, Autopilot on UBB; FinOps expands to Code and Managed Runtime
  • Copilot Credits Guide Sep 2026: four Cowork buckets; tenant pool; PAYG $0.01; P3 unused expire; MACC
  • Studio Licensing Guide / pricing: Credit Pack $200/25k; Learn Studio rates Classic 1 / Generative 2 / Agent action 5
  • MC1470425: Auto-apply new UBB services ON by default

Operator action

This week: name USL vs Credits lines on the quote, set Auto-apply and thresholds in Cost Management, and assign chargeback owners tenant → BU → agent → accepted outcome before Autopilot/Code expand.

Your Order Form still looks like seats. Cowork already burns four buckets. Autopilot and Code are still Frontier / preview. Map the lines now, or Finance owns the surprise later.

What Microsoft publishes

Everyday Copilot sits on the USL. Agentic work sits on usage-based billing (UBB) Copilot Credits. Jared Spataro (Sep 25, 2026) draws the fork in plain language: a user subscription license (USL) covers Copilot in Chat and across Word, Excel, PowerPoint, Outlook, and Teams, plus model selection and Auto routing for everyday quality at fixed seat cost. Cowork, Code, and Autopilot (plus frontier models named in that post) run on UBB. Primary: Spataro blog

Confidence tag (Frontier / preview). Spataro says Home and Code start rolling out in the Frontier program; Autopilot expands to private preview at the end of the month. Copilot Managed Runtime is in preview. Apps built in Cowork are tagged Microsoft Frontier Program in the Credits Guide. Do not budget GA unit economics for Autopilot / Code / Managed Runtime until your Order Form and Product Terms say GA.

Seat adds can flip tenant usage billing too. One Copilot Business seat turns on tenant usage billing Oct 19.

Cowork burns four cost buckets, not one task price. The Copilot Credits Guide (September 2026) states Copilot Credit usage for a Cowork task varies based on the mix of four buckets: Models (AI models chosen for quality / speed / cost), Runtime (managed cloud orchestration, including long-running work), Context (people, roles, collaboration patterns from mail, files, meetings, past interactions), and Tools (actions such as sending email, scheduling, updating documents). Credits are tenant-pooled. Buy constructs hit Azure / Order Form lines. The same guide: Copilot Credits pool at the tenant level; total cost is the sum across supported experiences. Pay-As-You-Go is $0.01 per Copilot Credit, billed in arrears, no up-front commitment, provisioned in Power Platform admin center. Copilot Credit Pre-Purchase Plan (P3) is a one-year pay-upfront pool; unused credits expire at the end of the annual term; overage can fall to PAYG or additional purchase; provisioned in Azure admin portal. Both PAYG and P3 decrement the Microsoft Azure Consumption Commitment (MACC). The guide points to the Copilot Studio Licensing Guide for the Microsoft Copilot Studio License (Copilot Credit Pack).

Credit packs (Studio Licensing Guide + Microsoft pricing page): $200 per credit pack / month (billed annually) = 25,000 Copilot Credits per pack. Unused pack credits do not roll to the next month. PAYG covers after packs are exhausted when the meter is enabled. Studio Licensing Guide (August 2026). Copilot Studio pricing.

Studio feature rates (1 / 2 / 5 pattern) on Learn: Classic answer = 1 Copilot Credit; Generative answer = 2; Agent action = 5 (plus other published rates for graph grounding, flows, AI tools, voice). Employee-facing B2E use with an authenticated Microsoft 365 Copilot USL user can be "No charge" for listed features within fair usage; Computer-Using Agents are not included in that USL inclusion. Learn billing rates

What the USL still includes (Credits Guide commitment section): Copilot Chat in Microsoft 365; Copilot in Word, Excel, PowerPoint, OneNote, Outlook, Teams; built-in Researcher, Analyst, Facilitator; Work IQ grounding inside those experiences; access to multiple models matched to the task. That is seat economics. It is not Cowork / Code / Autopilot UBB.

FinOps / Cost Management go-live gate (MC1470425). September 2026 Message Center ID MC1470425: spending policies can auto-apply to newly released UBB Copilot services and agents. The Auto-apply new services setting is enabled by default for all policies. New services inherit policy coverage unless admins disable it. Also: user threshold email alerts; P3 vs PayG consumption reporting; capacity pack breakdowns across MAC and PPAC; custom approval policies for Cowork credit requests; user spend follows users across policies. MC1470425

Cost management surface expansion (Spataro). Cost management in Agent 365 is expanding beyond Cowork and Work IQ APIs to include Code and Copilot Managed Runtime, with Studio agents planned for October (Spataro wording). Treat that as admin tooling coverage, not a new list SKU name.

Decision rule for Director+ teams (RevOps, Finance, IT)

Tenant pool → BU/cost center → agent → accepted outcome. Refuse tenant invoice with no BU · agent · outcome keys.
Chargeback map: tenant pool → BU → agent → accepted outcome. Refuse a tenant invoice with no BU · agent · outcome keys.
  1. Split the paper before Autopilot / Code leave Frontier. Everyday Chat / Office / Auto = Microsoft Copilot USL line. Cowork, Code, Autopilot, Managed Runtime, and Studio consumption that is not covered by USL fair-use inclusions = Copilot Credits constructs (PAYG meter, P3, and/or Credit Packs) on Azure / Order Form language. Do not let one "Copilot" line hide both.
  2. Budget Cowork as four buckets, not one average task. Models + runtime + context + tools. If Finance asks for a single $/task, send them the Credits Guide buckets and Microsoft's estimators, not a blog fiction.
  3. Name chargeback ownership before go-live: tenant → BU → agent → accepted outcome. Tenant owns the pool and MACC / P3 / PAYG constructs. BU owns allocation and spending policy. Agent (or product owner) owns the design that burns models / tools. Accepted outcome owner signs that the work was worth the credits. If any of those four seats is blank, the invoice has no owner.
  4. Treat Auto-apply new UBB services ON as a go-live gate. Per MC1470425 it is default ON. Review every spending policy before Frontier workloads expand. Disable where future services must not inherit coverage. Configure threshold alerts and Cowork credit-request approval routing the same week.
  5. Confidence-tag Frontier / preview burn. Autopilot (private preview), Code / Home (Frontier), Managed Runtime (preview), Cowork apps (Frontier). Pilot credits are real money on PAYG / packs. Do not forecast GA unit cost from preview behavior.
  6. Confirm contracted $ on your paper. List signals above are Microsoft-published USD list / guide figures ($0.01 PAYG; $200 / 25k pack; Studio 1/2/5). Your CSP / EA / MACC terms win. Get the Usage / billing plan lines in writing.
  7. USL fair-use is not a Cowork blank check. Studio Learn inclusions for M365 Copilot licensed B2E agent use do not erase Cowork UBB, Code UBB, Autopilot UBB, or AI runtime / Work IQ API credit draw outside those inclusions.

Quick compare

  1. Microsoft Copilot USL: Per-user seat for everyday Chat / Office / built-in agents / Auto. Order Form seat line. Fixed cost for predictable work.
  2. Copilot Credits PAYG: $0.01 / credit, arrears. Azure / PPAC meter; can hit MACC. Start here for real usage data.
  3. Copilot Credit P3: Annual prepaid pool; unused expire at term end. Azure portal; MACC. Commit after PAYG baseline.
  4. Copilot Credit Pack: $200 / mo / 25k credits (billed annually); no monthly rollover. Studio license / Order Form pack. Known monthly baseline + PAYG overage.
  5. Cowork four buckets: Models + runtime + context + tools. Tenant credit pool. Chargeback design input.
  6. Code / Autopilot / Managed Runtime: Agentic / hosting on UBB (Frontier / preview tagged). Same credit constructs + FinOps policies. Confidence-tag until GA.
  7. MC1470425 Auto-apply: New UBB services inherit spending policies by default. MAC Cost Management. Go-live gate before Frontier expand.

Frequently asked questions

Before Autopilot and Code leave Frontier, which Order Form / Azure line is USL vs Copilot Credits?
Everyday Copilot (Chat, Office apps, built-in agents, Auto) is the USL seat line. Cowork, Code, Autopilot, and Managed Runtime are framed as UBB Copilot Credits (PAYG, P3, and/or Credit Packs). Confirm the exact SKU names on your quote; do not invent Autopilot-only SKUs Microsoft has not published.
Who owns chargeback when Cowork burns models + runtime + context + tools?
Map tenant → BU → agent → accepted outcome. Tenant owns pool and Azure constructs. BU owns policy and allocation. Agent owner owns design burn. Outcome owner accepts the work. Blank seats mean the invoice has no owner.
What are the four Cowork buckets?
Per the Credits Guide: Models, Runtime, Context, Tools. Usage scales with the mix, not a flat task sticker.
What dollar rates can we put in a model without inventing?
Microsoft-published: PAYG $0.01 / credit; Credit Pack $200 / month for 25,000 credits (billed annually); Studio classic / generative / agent action 1 / 2 / 5 credits on Learn. P3 unused expire at annual term end. Both PAYG and P3 can decrement MACC. Your contracted path overrides list.
What is the Auto-apply go-live gate?
MC1470425: Auto-apply new services to spending policies is ON by default. New UBB Copilot services and agents inherit coverage unless you disable it. Review before Frontier rollout expands.
Does the Microsoft Copilot USL cover Cowork?
Spataro and the Credits Guide put Cowork on UBB Copilot Credits. USL remains the commitment for everyday Chat / Office / built-in agents. Cowork prerequisites still include a Microsoft Copilot USL plus Cowork and usage-based billing enabled. Seat license is not the same as credit burn covered.
Are Autopilot and Code generally available?
Not as of Spataro Sep 25 2026. Home / Code: Frontier rollout. Autopilot: private preview expanding end of month. Tag confidence accordingly.
