OpenAI Now Lets a $500 API Account Spend $200,000 a Month. Who Owns the Hard Spend Limit?
On Oct 6 2026 OpenAI cut its API usage tiers from five to three: Build, Launch, and Grow. $500 in total credit purchases now unlocks a $200,000 monthly usage limit, up from $5,000. That is 40x more room for agents to spend before OpenAI's own ceiling stops them. The brake is now a hard spend limit you set. Name the cap, the owner, and the chargeback before agents run on Grow.

The short answer
OpenAI's new Grow tier gives a $500 API account a $200,000 monthly usage limit. What spend controls do we need before our agents run on it?
Decision rule
No agent moves to production on a Grow-tier org until the org and its project have hard spend limits below budget and one named owner gets the alert.
Evidence
- OpenAI API changelog (Oct 6 2026): "Simplified API usage tiers from five to three: Build, Launch, and Grow. Organizations automatically upgrade as total credit purchases reach tier minimums."
- OpenAI Rate limits guide (retrieved Oct 6 2026): Free $100 a month; Build $5 in total credit purchases, $500 a month; Launch $100, $5,000 a month; Grow $500, $200,000 a month. Grow standard rate limits for Astra, Sol, and Terra are 15,000 RPM and 40,000,000 TPM. OpenAI sets an approved monthly usage limit for each organization, separate from the spend limits you configure.
- OpenAI Spend limits guide (retrieved Oct 6 2026): spend alerts notify and traffic continues; a hard spend limit returns a 429 error (organization_spend_limit_exceeded or project_spend_limit_exceeded). Enforcement is not instantaneous, so recorded spend can slightly exceed the configured amount.
- CellCog (Oct 6 2026), comparing the archived Sep 10 2026 guide: $5 went from $100 to $500 a month, $100 from $1,000 to $5,000, $500 from $5,000 to $200,000; the $200,000 limit previously needed $1,000 in purchases.
Operator action
This week: open Organization limits, set an org hard spend limit at the monthly API budget, put a hard limit on every production project, add alerts at 50, 75, and 90 percent, and write down who can raise a cap.

Five hundred dollars. That is all it now takes to get a $200,000 monthly ceiling on the OpenAI API.
OpenAI cut its API usage tiers from five to three on Oct 6 2026: Build, Launch, and Grow (OpenAI changelog). Organizations "automatically upgrade as total credit purchases reach tier minimums." At $500 in total purchases you land on Grow, with a $200,000 monthly usage limit (Rate limits guide). On the Sep 10 guide, the same $500 got you $5,000 (CellCog).

Why a revenue team should care
The usage limit is OpenAI's approved monthly ceiling for your org. OpenAI says it is separate from the spend limits you configure (Spend limits guide). Plenty of teams never set one. They relied on the tier to stop a bad month.
That safety net is gone at $500. $200,000 a month is about $6,600 a day. One agent stuck in a retry loop, one enrichment job pointed at the full CRM, or one vendor tool on your key can run far past budget before anyone looks at the dashboard.
Spend alerts do not stop traffic. They send a note and the requests keep going. Only a hard spend limit returns a 429 at the cap, and OpenAI says enforcement is not instant, so spend can run slightly past it.
This is the same question as who audits the agent meter. Token prices fell in September (unit price vs the bill). Faster tiers cost more (Astra Ultrafast at 6x). Now the vendor ceiling is higher too. Cheaper units plus a bigger ceiling is how a pilot becomes a surprise invoice.
Spend controls to set this week
- Org hard spend limit. Set it at the monthly API budget and turn on Enforce a hard limit. Requests return 429 with organization_spend_limit_exceeded at the cap.
- Project hard limits. One project per agent or team, each with its own cap. Project caps return project_spend_limit_exceeded and leave other projects running.
- Spend alerts. 50, 75, and 90 percent of each cap, sent to a named person, with time to act before the hard limit hits.
- Who can raise a cap. One approver in Revenue Finance or RevOps. Log every change and the reason.
- Auto-recharge ceiling. If you are prepaid with auto-recharge, cap the recharge amount. The credit balance is a brake only when it can run out.
- Chargeback by key. Usage and Costs dashboards group by project and API key. Map each to a cost center so the bill lands on the team that ran it.
- Key rules. Allow service-account keys only, set key expiry, and keep personal keys out of production.
- Vendors on your key. Any SaaS tool running on your OpenAI key gets its own project and cap. Ask the vendor for its own per-tenant limit in writing.

Who owns which line
- Revenue Finance: the org cap, the approver, auto-recharge, and chargeback mapping.
- RevOps and GTM engineering: project caps per agent, alert routing, key rules.
- Procurement: caps and notice terms for every vendor tool that runs on your key.
Soft opens
- The before figures come from CellCog's read of OpenAI's archived Sep 10 2026 guide. OpenAI's changelog states the change without a before table.
- OpenAI does not say whether the old waiting periods between tiers still apply.
- The $6,600 a day figure is simple division of $200,000 by 30. It is not a forecast.
- Enterprise contracts with custom billing may carry different limits. Check your own Organization limits page.

- What are OpenAI's new API usage tiers?
- As of Oct 6 2026 there are three paid tiers. Build needs $5 in total credit purchases and allows $500 of usage a month. Launch needs $100 and allows $5,000. Grow needs $500 and allows $200,000. Free stays at $100 a month.
- How much did the ceiling change?
- At $500 in total purchases, the monthly usage limit went from $5,000 to $200,000, a 40x jump. At $5 and $100 it rose 5x. The $200,000 limit used to need $1,000 in purchases, per CellCog's read of the archived Sep 10 2026 guide.
- Is the usage limit the same as a spend limit?
- No. The usage limit is OpenAI's approved monthly ceiling for your organization. Spend limits are caps you configure for the org or each project. OpenAI lists them separately.
- Do OpenAI spend alerts stop API traffic?
- No. A spend alert sends a notification and traffic continues. Only a hard spend limit returns a 429 error at the cap, and enforcement is not instant, so spend can run slightly past it.
- What error do we see when a hard spend limit hits?
- A 429 with organization_spend_limit_exceeded for the org cap or project_spend_limit_exceeded for a project cap. Traffic resumes when the limit is raised or the monthly cycle resets.
- What should we set before agents run on the Grow tier?
- An org hard spend limit at budget, project hard limits per agent or team, alerts at 50, 75, and 90 percent, one approver for cap changes, an auto-recharge ceiling if prepaid, chargeback by project and API key, key rules, and a separate project and cap for vendor tools on your key.
